So this gal got a Ph.D. from Berkeley in Soil Biology (which I think is a legitimate scientific field in Agriculture and even perhaps Civil Engineering) BUT she claims that she can find a job in it.  Come to find out, what she really wants is a nice, cushy, tenured professorship in some "top tier" university, and not at some "random place" as a working field scientist.

Just can't feel sorry for her...

Soil biology being an applied field, there are jobs both in academe and in industry.  I wonder whether her problem is that she is trying to find a job in California, rather than doing a global job search (and I mean global).  Generally there is a single job market in any science, and it's world-wide.

If it's not that, her dissertation must have been really underwhelming.

In science fields that require study of specific areas or samples, often the employee goes where the work is.
You can't take soil samples from your laptop in your PJs.

Willingness to relocate and/or spend time in the field is often required.

I think she should go back to college and get another advanced degree.  Being a professional student is a great career move.
