In Mass, when there's a Republican Governor, they have any empty US Senate seat be filled by special election. When there's a Dem Governor, they change the state laws to allow the Governor to appoint a replacement.
Constitutional and legal restrictions won't stop them, because who, at the state level, is going to stop them? That's the beauty of being a 1 party state. There's a whole corrupt apparatus to back any changes or policies, no matter the words on pieces of paper. They'll ignore the words, re-interpret the words, or modify the context of the words.
