During the August recess, House Speaker Mike Johnson (R-LA) and Senate Majority Leader John Thune (R-SD) are pointing out a strategic move being down by lawmakers who plan to call the House and Senate into pro-forma sessions every four to five days—sessions with virtually no lawmakers present—solely to prevent President Donald Trump from making recess appointments. The Constitution gives the president the ability to temporarily appoint someone to an office while the Senate is not in session.

"During August recess, Speaker Johnson and Leader Thune plan to call the House and Senate into session every four or five days, with practically no one there, for the sole purpose of preventing Trump from making recess appointments. Here was today’s House “pro-forma” session," Rep. Thomas Massie (R-KY) claimed.

A Harry Reid tactic by Thune to deny Trump from making any Recess Appointments.  Why is this?

Odds are you are right. The Rats are slowing everything down and praying they can win one of the houses in 2026. Thune didn't seem opposed to keeping everyone in DC, or making it possible for Pres. Trump do mass recess appointments and then confirm these people over the next year and a half.

Q: Why are there virtually no lawmakers present?

A:  Because it's the August recess.


US Constitution

Article II, Sec 2

The President shall have Power to fill up all Vacancies that may happen during the Recess of the Senate

Bottom line, the Senate is in recess.  Trump should march to the Capitol, walk into the empty Senate chamber with cameras rolling. step up to the dias, pull out his pen, and start signing appointments.  The only way the Senate can block this is by being there.  But they won't be there because they are in recess.

Merely asking that question shows an unhealthy contempt for our Constitutional order.  Congress using provisions of the Constitution to restrain the Executive may be obnoxious to those who take the side of the Executive, but it hardly fits the definition of treason provided by the Constitution.

I hope everyone on this board is more loyal to the Constitution of the United States than they are to Donald J. Trump, however much they may support most or all of his policied.

Before Trump, how often did the Senate Leader declare a Pro Forma session rather than a Recess?

If the Senate lacks a quorum to do business, then they are effectively in recess.  Make your appointments, Mr. President.
