Just over a week after the passage of the Trump-backed Big Beautiful Bill, Republicans passed another monumental piece of legislation that is largely flying under the radar.
The HALT Fentanyl Act, or “Halt All Lethal Trafficking of Fentanyl Act,” was signed into law by President Donald Trump on July 16. The legislation fulfills a vital Trump campaign promise of combating the opioid crisis that has claimed well over half a million American lives since 1999.
In 2022 alone, there were approximately 81,806 opioid overdose deaths, equating to about 224 deaths per day.
The HALT Fentanyl Act permanently places all fentanyl-related substances into Schedule I, closing a loophole exploited by drug traffickers who create chemically altered versions of fentanyl to evade regulation. Previously, such substances were classified under Schedule 1 — which is considered the most restricted category, with severe legal penalties for possession, distribution, or manufacturing — since 2018.
The designation had expired multiple times and was most recently set to expire on March 31, 2025.
President Donald Trump, along with Senators Chuck Grassley (R-IA) and Bill Cassidy (R-LA), played a pivotal role in passing the landmark legislation, which was formally signed into law at the White House on Wednesday.
