Well, the Navy pretty much owns the place, and a lot of it is live fire range.

A controlled burn, or rather a series of them, would still let off a whole bunch of smoke - You just choose when. That ain't altogether true - The idea is to burn out ladder fuels and to lessen the weight of brush and grasslands, so after the major burn is over, the smaller burns done on time will reduce the overall size, but still... It's a messy business.
