CFACT appreciates the opportunity to submit public comments on the proposal of the U.S. Fish and Wildlife Service (FWS) and the National Marine Fisheries Service (NMFS) to rescind the regulatory definition of “harm” in Endangered Species Act (ESA) regulations.
