I have spent much of my life streamlining corporations and government operations, making them more profitable and efficient. The NIH is no different than any operational body, and the fact is, being a federal operation, 40% could be cut and what is left would be more productive, and would produce far more results. I know this for fact. Bloated operations as exist in the federal government go way past the point of diminishing returns, with the folks there producing less and less. How many contractors are at the NIH? Jettison them all. Make the employees do the work once more. And that would be a start with no lawsuits, etc.
Trump had the right idea, but the worst approach. His following Musk's advice, which will result in many RIFFED being brought back by stinking judges, with their pay being ordered to be paid back to day one of their separation.
