Not necessarily, although I would not rule that out, either.

Once they have publicly asserted that something will work, when it doesn't, they claim it 'wasn't done right' or 'wasn't done hard enough' and double down again...

We see this in many forms on the left, and right, even, but the result is that mere SNAFU becomes FUBAR, and if allowed to continue, TFUTEAFU.
