Trump has nothing to do with the inaction of local, county, and state officials. That's on the elected office holders of California. They are not up to the job.
If Gov. Greaseball was serious, he'd start putting municipalities and counties, that do not perform with the funds that they are given, into state receivership.
If a municipal or county government is not willing to serve ALL the people, take away their home rule, and let the state Government make deceisions for them.
There need to be swift, drastic, dramatic, severe consequences that put public officials on notice - if they don't do their jobs, they will be relieved of their offices and pensions, and someone else will do the job for them.
