California’s crude oil refining capacity has dropped from 20 refineries around 20 years ago to only seven expected to operate by 2026. Valero Energy’s Benicia refinery, which processes 170,000 barrels per day and accounts for 9% of state capacity, will cease operations as part of the decline. The planned closure comes amid growing challenges facing refineries under California’s regulatory environment.
