This isn't too shocking to me, because I dealt with at least this level of bureaucracy working in the Environmental and dealing with EPA, state, and local governments for 30+ years   But I get a kick, when a far left guy gets to see this thing step by step.  I have screamed we are drowning in bureaucracy as a nation for decades and  this X Clip does a nice job of encapsulating it.  If this doesn't infuriate you....  I don't know what will
