No, I’m not wrong, because nothing you have mentioned converted any of those terror organizations into foreign governments, and it is action by a foreign government that is required.

Let's put it this way. While those organizations do not govern a State per se, they do exert governmental influence over the areas they operate in. To wit:they govern, even in the absence of a formal state, operating within the borders of one or more formally recognized States with their own governmental structure, but governing their turf outside the law of the state(s) they operate within.

In that respect, they are governments, and have committed acts of war against the US and others.

After the slaughter of 9/11, how would anyone say that Al Qaida was not a hostile actor against the US?
That's just one such organization. Either we extend the definition of an "Alien Enemy" to include those who practice asymmetrical or even insurgency warfare against us, or, by your logic, we are powerless to deport them, regardless of whether they have a seat at the UN.

Of course, that leaves the firing squad or the rope as an option for dealing with those committing espionage and/or sabotage against the United States, likely a more solid solution in the long run (no recidivism, no sneaking back across the border).
