The legislative branch ceded its authority over decades. Rather than do its job, it created a plethora of executive branch agencies, giving them the power to promulgate regulations with the force of law, unchecked except by the occasional intervention of the Judicial Branch.

Now that the Executive Branch is reining in the agencies, the Congress wants that authority back?
