Any duties assigned to USAID by Congress can be executed by another agency or department.
Just like DOGE was created by EO. It can be ended by an EO. Or do you presume that 1800 federal judges should all be able to control the Legislative and Executive Branches whenever it suits them?
I find nothing in the Articles that makes the Judicial Branch superior to the other two branches.
Yes, the Judicial can decide on law.
But they don't get to issue orders to the Executive on how to manage the Executive Branch and they also don't get to tell the Congress what laws to pass or not pass.
