Does that mean Massachusetts is free to welch on the Missouri Compromise of 1820 to take back what rightfully belongs to it - the state of Maine?

It requires an agreement by the two State Legislatures and Congressional approval.

Central IL , sans Springfeild, would be happy to go Indiana. Send Southern  Il to KY.
