There should not be any criminal aliens attending these universities.
It would be a shame to make Federal student loan assistance and Federal grants contingent on universities documenting that all their students are citizens or legal residents.
The 9/11 hi-jackers were in the US on over-stayed their (student?) visas. If immigration law had properly been enforced, many, if not all, of the 9/11 hijackers wouldn't have been in the US on September 11, 2001.

Immigration
In 2002, Zubeidat and her husband Anzor, along with their son Dzhokhar, immigrated to the United States from Kyrgyzstan on a 90-day tourist visa. Anzor applied for asylum, citing fears of persecution due to his ties to Chechnya. The family received asylum and the children were granted "derivative asylum status". Tamerlan arrived in the United States about two years later.
Legal status
All six family members became Lawful Permanent Residents of the United States. Tamerlan was a legal permanent resident, while Dzhokhar became a naturalized U.S. citizen.
FBI attention
In 2011, the FBI received information from the Russian Federal Security Service (FSB) that Tamerlan and Zubeidat were adherents of radical Islam.
Aid
The Tsarnaevs received food stamps, public housing, and other aid from the state of Massachusetts between 2002 and 2012.
Shoplifting
Zubeidat was charged with shoplifting in 2012 and moved to Dagestan soon after. She could be arrested if she returns to the United States.
Assylum applications need to be made outside the United States to discourage or prevent unvetted chain migration.
