The Justice Department announced charges Tuesday against an Afghan national who was allegedly plotting a terrorist attack in support of ISIS on Election Day in the United States.

The FBI arrested 27-year-old Nasir Ahmad Tawhedi on Monday. He is facing several charges, including conspiring and attempting to provide material support to ISIS.

The Justice Department today announced charges against a citizen of Afghanistan residing in Oklahoma City, Oklahoma, for conspiring to conduct an Election Day terrorist attack in the United States on behalf of the Islamic State of Iraq and al-Sham (ISIS), a designated foreign terrorist organization (FTO).

According to a criminal complaint filed today, Nasir Ahmad Tawhedi, 27, conspired and attempted to provide material support to ISIS and obtained firearms and ammunition to conduct a violent attack on U.S. soil in the name of ISIS. As part of the plot, the defendant allegedly took steps to liquidate his family’s assets, resettle members of his family overseas, acquire AK-47 assault rifles and ammunition, and commit a terrorist attack in the United States.  ...

According to the criminal complaint, as part of the investigation into Tawhedi, the FBI searched Tawhedi’s phone and obtained communications between Tawhedi and a person who facilitated recruitment, training, and indoctrination of persons who expressed interest in terrorist activity and who Tawhedi understood to be affiliated with ISIS. Tawhedi was also seen in a video recorded on July 20 reading to two children text that describes the rewards a martyr receives in the afterlife. Tawhedi also allegedly accessed, viewed, and saved ISIS propaganda on his iCloud and Google account, participated in pro-ISIS Telegram groups, and contributed to a charity which fronts for and funnels money to ISIS.

The complaint alleges that while liquidating their family’s assets prior to the attack, Tawhedi and his co-conspirator, who is a juvenile, advertised the sale of the family’s personal property on Facebook. At the FBI’s direction, a confidential human source responded to inquire if a computer was still for sale. The FBI source noted that he needed the computer for a new gun business he was starting, which ultimately led Tawhedi and the juvenile to meet with the source and other FBI assets at a rural location to test firearms. Tawhedi expressed interest in purchasing two AK-47 assault rifles, magazines, and ammunition from the source. ...

BREAKING: The FBI has arrested an Afghan national who they say was plotting an ISIS inspired terror attack on Election Day to target large crowds. According to the FBI, he entered the US on 9/9/21 on a special immigrant visa, days after the disastrous US Afghan withdrawal, and currently has parole status. The FBI has a has a photo allegedly from his iPhone they say depicts him describing to his daughter and another child "the rewards a martyr receives in the afterlife."

As previously reported, the FBI arrested an Afghan national who was plotting an ISIS-inspired Election Day terrorist attack.

Nasir Ahmad Tawhedi was arrested in Oklahoma City on Monday after federal law enforcement sent a confidential human source (CHS) to secretly communicate with him and his co-conspirators.

According to federal prosecutors, Tawhedi said he purchased two kalashnikov rifles and ordered 500 bullets.

“What do you think, brother? Is it enough or should we increase it,” the Telegram message said, according to CBS News. ...

Nasir Ahmad Tawhedi worked as a security guard for the CIA in Afghanistan. Tawhedi entered the US on September 9, 2021, as one of Joe Biden’s unvetted refugees from Afghanistan. ...

The White House, when asked about Tawhedi, declined to comment on the specific case, but said that every Afghan National is screened and vetted when they enter the US.  ...

Lost in the headlines that an Afghan refugee admitted into the U.S. by the Biden-Harris administration was plotting an Election Day terror attack for ISIS was a troubling revelation: the adult defendant allegedly had a 17-year-old accomplice.
 
Oklahoma school officials are now scrambling to determine the activities, ties and motives of that student who attended classes virtually in the Moore school district just outside Oklahoma City.

"There's a co-conspirator here that was actually a student in a public school here in Oklahoma City that was arrested by the FBI on Tuesday. So you've got a terrorist in a public school," Oklahoma State Superintendent of Public Instruction Ryan Walters told the "Just the News, No Noise" television show Thursday night.

NEWS: The Biden-Harris administration now admits that an Afghan national accused of plotting an election day terror attack did not undergo certain vetting they previously claimed he passed. Nasir Ahmad Tawhedi was never vetted or approved by the State Department for special immigrant (SIV) status, despite officials from other agencies claiming that he cleared that stringent process.

Additionally, sources familiar with the investigation tell FOX that Nasir Ahmad Tawhedi was not well known to the US government when the administration facilitated his departure to the U.S., despite his security role with the CIA in Afghanistan. FOX has learned Tawhedi was employed as a local guard outside the base perimeter and he would not have been among the most thoroughly vetted U.S. partners.

The news upends claims officials made last week that Tawhedi was vetted three times: 1) to work for the CIA in Afghanistan 2) to come to the U.S. on DHS humanitarian parole during the withdrawal, and 3) when he was approved for special immigrant (SIV) status after arriving in the U.S.

Officials now acknowledge Tawhedi was never vetted or approved for special immigrant (SIV) status, a thorough State Department process which can take years to complete. The State Department has maintained all along it had no role in Tawhedi’s refugee status, despite what a DHS case agent told investigators -- leading to its inaccurate mention in the DOJ criminal complaint.

Last week Biden administration officials defended the error, explaining that Tawhedi first entered the country on DHS humanitarian parole – which had its own vetting process – but later applied for SIV status, subjecting him to another round of vetting which he also cleared. Those same officials now admit that claim was wrong, and Tawhedi was never vetted or approved for SIV.

However, officials now say Tawhedi was subjected to ‘recurrent’ vetting as part of his DHS humanitarian parole under Operation Allies Welcome – but this raises new questions.

DHS has repeatedly stated that no red flags were identified at any point in Tawhedi’s vetting, but three sources forcefully disputed DHS’ characterization of the vetting process as “thorough”.

According to a 2022 DHS Inspector General Report, DHS did not provide data or evidence to support its claim that “recurrent vetting processes were established for all paroled Afghan evacuees for the duration of their parole period”.

The report also stated that DHS admitted or paroled evacuees who were not fully vetted into the United States, in many cases because information used to vet evacuees through U.S. Government databases, such as name, date of birth, identification number, and travel document data, was inaccurate, incomplete, or missing.

The 2022 DHS OIG audit revealed 417 records with a first name unknown, 242 records with a last name unknown, and 11,110 records with a birth date recorded as “January 1.”  Additionally, 36,400 travel records listed “facilitation document” as the document type, and 7,800 records had invalid or missing document numbers. CBP did not maintain a list of individuals paroled or admitted into the country without proper identification.

Recurrent vetting was initiated by CBP for Operation Allies Welcome parolees prior to their arrival in the United States. CBP shared biographical information collected during the initial screening and vetting process with the National Vetting Center (NVC) and designated Vetting Support Agencies (VSAs) -- external to DHS --  for recurrent vetting against classified information in NVC and VSA data holdings.

DHS stated in the 2024 final report that “the National Vetting Center recurrent vetting is ongoing and active for all OAW parolees”, but the agency has also tells FOX, “Vetting is a point-in-time check that evaluates information available to the U.S. Government at that time.”

DHS says “If individuals who have entered the country are later found to be associated with information indicating a potential national security or public safety concern, DHS and our federal partners investigate and take appropriate action in keeping with the mission of protecting the homeland.”

Investigators are still working to determine whether Tawhedi was radicalized before or after coming to the U.S.
