One of the glories of the administrative state is that it allows for the misallocation of huge amounts of funding ostensibly slated for something or somewhere else. Billions of dollars can be 'spent' by an agency if their mission is broadly defined, only on 'pet' projects of an administration far from what the American people believe is the purpose of those expenditures.
That FEMA would have a director of training/education for their 'pride' division, for instance, is dumping gobs of money down the transgender/alphabet rathole without spending it on the assumed primary mission of helping people in distress--but then, helping people in a natural disaster has gone down their mission list below 'inclusivity' and 'equity'.
There needs to be an accounting of who is getting paid what for what, and why.
At some point the agencies are so off-mission, so corrupted, they should simply be dissolved and their alleged duties either taken over by the States and local governments or simply left to the good will and decency of the American People.
But that would mean over a billion dollars that would not have been spent taking better care of illegal aliens imported into this country by the very agency and its subagencies that were created to secure the border, not import criminals en masse in violation of our laws.
Turns out DHS is the biggest coyote of all.
