America's Navy is in the throes of an extreme personnel crisis and is being met with a scenario where the qualified mariners cannot man the ship's forces; this in turn forces up to 17 support vessels into an idling mode. Added to this list of challenges, and quite prominently is the limited capacity at shipyards and the stretched resources from global commitments.
