I see nothing less than a brilliant attack on the very people who have been attacking/want to attack Israel. By virtue of the methodology, those most often affected by this directly were distributed these items through their own networks, for the purposes of coordinating malicious activities indiscriminately against innocent Israelis.
In a sense, they have been hoist 'pon their own petard.
As for effective? We shall see. I would estimate any issued these were of worth to the organization, else why would they have one at all? That means leaders, go-getters, gophers, people who make things happen either as a leader or a capable lackey. Few would be in the hands of those who were not active in some capacity, and that likely renders this strike more surgical than the vast majority of other endeavors.
It has the added bonus of letting the enemy select who is important enough to their operations to have one; a Herculean task for any intelligence organization to even attempt, but one those on the inside did for their own convenience.
