Reading the article (MSN articles are A PAIN to read, I avoid that site), it says that Connecticut has shelved any plans to ban gas cars, at least for now.

That will probably get passed later on...

Most of those states get mighty cold in the winter.  Of course EV's run at their optimum efficiency, and charge quickly, in super cold weather.
