Essentially: does the statute of limitations to file suit begin when the regulation is passed/enacted/decreed, or when the plaintiff suffers damages?

The court has ruled that it begins when the plaintiff suffers damages.

Otherwise, the older rules would be beyond the statute of limitations, even if you suffered damages today for the first time under the rule.
