They are in all the bureaucratic alphabet agencies and unless they are flushed out there will be no change, and that will not happen during a four year lame duck Trump presidency

90% of 'republicans' in both houses of congress would have been considered democrats in the 50's and 60's and none of them have exhibited having a spine in decades.
