Not surprisingly, Trump apparently is ignorant of the requirements of the Administrative Procedures Act.  A bunch of this stuff is regulatory in nature, and not based on executive orders.  You have to go through the regulatory process to get rid of it just as you had to go through the regulatory process to start it.
