Not only could that (if it works), and conceivably, cloud seeding be used to modify rainfall profiles for a certain area, but causing enhanced precipitation in one part of the storm might change the density of the air there, nudging the storm in a different direction.
Of course, if something like this was done to steer a hurricane away from densely populated areas, either it would go back out to sea, or it would be diverted to
less densely populated areas... to the detriment of the latter.
Not saying that happened, but it is interesting among the possibilities for manipulation of climate and avoiding or targeting disaster.
