President Joe Biden is expected to issue an executive order targeting Israeli settlers in the West Bank who have been attacking Palestinians in the occupied territory, according to four people familiar with the matter.

A senior administration official, who like the others was not authorized to comment publicly and spoke on condition of anonymity, said the White House was expected to announce the order later Thursday.

Biden has spoken out against retaliatory attacks by Israeli settlers against Palestinians in the West Bank in the aftermath of the Hamas attacks against Israel on Oct. 7.

The president has pledged that those responsible for the violence will be held accountable.

The executive order is expected to set the ground for imposing sanctions on individuals who have engaged in violence against Palestinians in the West Bank.

Israeli intelligence says dozens of hostages previously thought to be alive in Gaza are now confirmed dead, according to a report from the New York Times.

Israeli officials have concluded that at least 32 of the 136 hostages thought to be in Gaza have been killed. Israel reportedly has informed the families of the 32 hostages, according to four officials who spoke to the newspaper.

The report also states that officials are investigating unconfirmed intelligence indicating that at least 20 more hostages may have been killed. Most of those who have newly been confirmed to be dead were killed on Oct. 7, the Israeli military confirmed to the Times.

Thirty-two of the more than 130 hostages still held captive by Hamas are no longer alive, according to a report on the eve of the fourth month of the war between Israel and the Gaza terror group that provided an updated picture of the status of the hostages.

Citing a confidential assessment conducted by Israeli intelligence officials, The New York Times reported on Tuesday that more hostages have been killed than previously thought — until now, the IDF had only confirmed the deaths of 29 of the captives still in Gaza.

In addition to the 32 confirmed deaths, the IDF is assessing “unconfirmed intelligence” that at least 20 additional hostages may have also been killed, the report said, quoting four military officials who spoke on condition of anonymity.

The families of the deceased have all been informed of their deaths, the officials said, and confirmed that the majority of the dead were killed during the deadly Hamas terror onslaught on October 7 and their bodies were taken to Gaza.

Hamas has offered to release all remaining Israeli hostages in exchange for a 135-day cease-fire, a full Israeli withdrawal from Gaza and the release of well over 1,000 Palestinian prisoners.

The terrorist organization made the offer to Israel on Tuesday in response to previous terms sent to them last week by Egypt and Qatar. The three-phase plan would see Israeli hostages released in stages – women and children first – in exchange for the Palestinian prisoners being held in Israel, including 500 Hamas would choose from a list of those serving life sentences..

Male hostages over the age of 19 would be released after the first 45-day phase is complete. Israeli forces would fully withdraw from Gaza at the same time.

Notably, the deal also specifically calls out UNRWA, with Hamas demanding that the organization maintain its role in overseeing aid to Gaza. The demand comes after Israel presented extensive evidence suggesting that there were at least 190 Hamas collaborators within the U.N. group.

Why it matters: It was the first time Netanyahu commented on Hamas' response to a recent hostage deal proposal since it was given to Israel on Tuesday. While dismissing Hamas' demands, Netanyahu didn't close the door to negotiations, however.

Catch up quick: Qatar and Egypt presented Hamas with a framework for negotiations for a three-phase deal late last month after mediators met with U.S. and Israeli officials.

    Under that framework, the first phase would include a six-week ceasefire and the release of a set number of Palestinian prisoners in exchange for Hamas freeing 35 to 40 Israeli hostages, including women, men over the age of 60 and those with serious medical conditions, according to Israeli and Qatari officials.
    The terms of the following two stages had been agreed on but the second phase was expected to include the release of Israeli soldiers and civilian men under the age of 60 from captivity in Gaza.

Israeli prime minister Benjamin Netanyahu has ordered the Israel Defense Forces to devise plans to evacuate the civilian population of Rafah, a city on the border between the Gaza Strip and Egypt’s Sinai Peninsula, ahead of an expected invasion.
The city is the site of the Rafah Border Crossing, the sole point of entry between Gaza and Egypt. The four Hamas battalions the IDF has not yet destroyed at this point in its counteroffensive in response to the October 7 attack are believed to be in the city, which Israel hit with air strikes Thursday night into Friday morning.

The United States is expected to push back against the ground operation once it occurs; National Security Council spokesman John Kirby said such an incursion is “not something we would support.”

Israel Strikes Senior Hamas Officials in Rafah Before Offensive

Israel launched an airstrike Saturday that eliminated several senior Hamas terrorist officials in the city of Rafah — while the world attempts to dissuade Israel from launching a broader ground offensive in Rafah, the last stronghold of the terrorist organization.

In a joint statement, the Israel Defense Forces (IDF) and Israel Security Agency (or Shin Bet, or Shabak) said on Saturday:

    Earlier today, following IDF and ISA intelligence, aircraft struck and eliminated Ahmed Eliakubi, a senior Hamas operative in the area of Rafah. Eliakubi was responsible for the security provisions for senior Hamas leaders and served as a senior commander in the Rafah district. During the strike, Iman Rantisi, a Hamas senior military operative was eliminated, and an additional operative was killed.

The Hamas leaders may have been lulled into a false sense of security due to the public opposition of the U.S. and other countries to an Israeli military operation in Rafah, given the large number of Palestinian civilians who have taken refuge there.

Israeli Prime Minister Benjamin Netanyahu has ordered the military to prepare a plan to evacuate the civilians and then destroy what remains of Hamas.

GAZA CITY—Hidden deep below the headquarters of the United Nations’ aid agency for Palestinians here is a Hamas complex with rows of computer servers that Israel’s armed forces say served as an important communications center and intelligence hub for the Islamist militant group.

Part of a warren of tunnels and subterranean chambers carved from the Gaza Strip’s sandy soil, the compound below the United Nations Relief and Works Agency buildings in Gaza City appears to have run on electricity drawn from the U.N.’s power supply, Israeli officials said.

A Wall Street Journal reporter and journalists from other news organizations visited the site this past week in a trip organized by Israel’s military. A tunnel also appeared to pass beneath a U.N.-run school near the headquarters.

Israel’s discovery of the Hamas operations below Unrwa offices is likely to put further pressure on the agency, which is facing international scrutiny after Israeli allegations that at least 12 of its employees had links to Hamas’s Oct. 7 attack on Israel, which authorities say killed 1,200 people.

Israeli military officials assert that people working at Unrwa would have been aware of the tunnel complex, either from activities during its construction or by what they said would have been a jump in electricity usage when the complex started operating.

President Joe Biden warned Israeli Prime Minister Benjamin Netanyahu in a 45-minute telephone call Sunday not to attack Hamas’s last stronghold in Rafah without a credible plan to evacuate the roughly one million Palestinian civilians there.

    President Joseph R. Biden, Jr. spoke this morning with Prime Minister Benjamin Netanyahu of Israel. The President reaffirmed our shared goal to see Hamas defeated and to ensure the long-term security of Israel and its people. The President and the Prime Minister discussed ongoing efforts to secure the release of all remaining hostages held by Hamas. The President emphasized the need to capitalize on progress made in the negotiations to secure the release of all hostages as soon as possible. He also called for urgent and specific steps to increase the throughput and consistency of humanitarian assistance to innocent Palestinian civilians. And he reaffirmed his view that a military operation in Rafah should not proceed without a credible and executable plan for ensuring the safety of and support for the more than one million people sheltering there. The two leaders agreed to remain in close contact.

Rafah is a town in Gaza on the Egyptian border. It is the one part of Gaza where the Israel Defense Forces (IDF) have not yet attacked Hamas. Hamas leaders are thought to be hiding there. The area is also important to cross-border smuggling.

Biden Warns Netanyahu in Phone Call Against Attack in Rafah Without Civilian Plan

President Joe Biden warned Israeli Prime Minister Benjamin Netanyahu in a 45-minute telephone call Sunday not to attack Hamas’s last stronghold in Rafah without a credible plan to evacuate the roughly one million Palestinian civilians there.

A White House readout of the call said:

    President Joseph R. Biden, Jr. spoke this morning with Prime Minister Benjamin Netanyahu of Israel. The President reaffirmed our shared goal to see Hamas defeated and to ensure the long-term security of Israel and its people. The President and the Prime Minister discussed ongoing efforts to secure the release of all remaining hostages held by Hamas. The President emphasized the need to capitalize on progress made in the negotiations to secure the release of all hostages as soon as possible. He also called for urgent and specific steps to increase the throughput and consistency of humanitarian assistance to innocent Palestinian civilians. And he reaffirmed his view that a military operation in Rafah should not proceed without a credible and executable plan for ensuring the safety of and support for the more than one million people sheltering there. The two leaders agreed to remain in close contact.

Rafah is a town in Gaza on the Egyptian border. It is the one part of Gaza where the Israel Defense Forces (IDF) have not yet attacked Hamas. Hamas leaders are thought to be hiding there. The area is also important to cross-border smuggling.

I thought that I had read that most of the hostages were dead?? So, there's no reason for negotiations, nor efforts for peace.  Why would Bibi do that?

The Israel Defense Force has announced in a Joint-Statement with Shin Bet that they conducted a Ground Operation tonight within the City of Rafah in Southern Gaza in order to Rescue the Israeli Hostages, Fernando Marman and Louis Har who were both Kidnapped by Hamas from the Town of Nir Yitzhak on October 7th; the Operation was conducted by Shin Bet Agents with the Support of the 7th Brigade as well as the “Shayetet 13” Special Forces Unit of the Israeli Navy while the Israeli Air Force launched Airstrikes on several Hamas Targets as a Distraction; the Abductees have since been Airlifted to Sheba Hospital where they will undergo Medical Check-Ups before their Release to their Families.

Biden is a puppet of Obama. Obama is for Hamas, and all the terrorist groups. If Obama is telling Biden to beg Israel not to go into Rafah, this can only mean that Hamas is afraid. Hamas must have contacted Obama through what Milley calls "backchannels" and told him to stop Israel in Rafah.

Biden doesn't know Rafah from Pittsburgh. Biden is only doing whatever he is told to do. He has no clue what is going on. Lucky for us all that Israel is not stupid. If Israel listened to America for war advice, Israel would wind up fighting in Gaza for 20 years spending a hundred trillion dollars and tens of thousand dead soldiers and then surrender.

Israeli forces successfully rescued two Israeli hostages held in the Gaza city of Rafah, officials announced early Monday.

In a joint operation conducted overnight, the Israel Defense Forces, Israeli Securities Authority and Israeli police rescued Fernando Marman, 60, and Louis Har, 70, and evacuated them in a helicopter to the Sheba Tel Hashomer hospital inside Israel. Footage released by the IDF later showed Merman and Har hugging and embracing their families.

"The hostages ... were held captive in harsh conditions. They were intentionally held in the middle of a civilian neighborhood inside a civilian building to try to prevent us from rescuing them. But we did," IDF spokesman Daniel Hagari said in a video message this morning. "Fernando Marmon and Luis Har are now home in Israel. They have undergone medical examination and have been reunited with their families. 

"This rescue mission underscores the importance of our ground operation in Gaza, including Rafah, when conditions allow. One hundred and thirty-four men, women, children and elderly are still being held hostage in Gaza," Hagari added. "We have a moral obligation to bring all our hostages home, and that is an obligation that we will continue doing everything – everything in our power – to fulfill."
