There is nothing remotely dictatorial about vetoing legislation.  Its a power expressly granted to the President by the Constitution and has been used hundreds of times.

The problem is that Trump was worried about getting re-elected and didn't want to risk alienating swing voters.

No doubt about it, Trump not utilizing his full majority when he had it left the door open and disgruntled voters opted to give the DEMS control of the House.  They absolutely got more money and grabbed more power.
