Reminds me of FT Sill. It's a boot camp. The Sergeants would gather up huddle up in this little area for them on campus.
But, they would yell shit at all the recruits and privates that they could see. They really did look exactly like this. for real.

Back before I had laser surgery,I used to have one of those "library lady" thingees attached to my glasses so they would hang down on my chest when I didn't need  them,but  be instantly available when I did.
