After all they ARE city employees.
If they line it up just right, I'd bet they could get it out between the bollards at the bottom. There would only be inches of total clearance, and not many of those.

I needed a few things in my yard, but needed versatility, too. I sank Schedule 80 PVC pipe into the ground, and then set the poles in that. If I need to move anything, from a clothesline post to a section of fence, I pick it up out of the PVC and move it, and replace it when I am done.
