Depending on the purpose, the semiconductors may have been far more dangerous than the sniper ammo. Most anyone competent can make precision ammo,and I would guess the Russians are no exception. They have done so before.
On the other hand, semiconductors of the right type can make a cruise missile, tank, or other weapons system perform vs be useless or downgraded.
With Russian weapons manufacturing held up by a semiconductor shortage, thousands could be a game changer.
