Since the FDA approved that smallpox & monkeypox vaccine - approval means all testing has been done - in 2019, https://www.fda.gov/news-events/press-announcements/fda-approves-first-live-non-replicating-vaccine-prevent-smallpox-and-monkeypox , that article title is either in error or reflects a thorough misunderstanding of the vaccine's status.
