The article does not give enough information to determine whether the adverse reactions mentioned (other than the deaths) were of the sort listed in the quote (all of which happen with other vaccines -- both my Shingrix jabs were far, far worse than my Moderna jabs as far as reactions, but all the reactions to both were on the list of common "adverse reactions"), and no information is given to support "maiming" as a characterization. As to the deaths, it does not indicate whether they were simply proximate in time to the injection and reported under some protocol requiring their reporting or due to causes for which there is an explanation connecting them to the jab.
Finally, and most importantly, it does not give a comparison between the rates of serious side effects (including death) and the rates of the same among those who catch COVID, or even in the general population. For the Johnson & Johnson jab where the one known documented serious side-effect was the blood clotting problem in about 1 per million injected, the same blood clotting problem occurred in about 20 per million COVID cases. If the serious side effects for Moderna and Pfizer likewise occur at far lower rates (yes, I regard a factor of 20 as far lower) than in cases of COVID, the fact that they occur is not an argument against getting the vaccines or against the approval process.
Depending on one's circumstances, there are arguments against getting the vaccines: most strongly if you caught and recovered from COVID. The most obnoxious feature vaccine mandates and vaccine passport proposals is that they do not recognize natural immunity for recovered cases, for whom vaccination has no point other than transferring government funds to a large pharmaceutical company.
