It seems to me a very simple response would be for R-controlled counties to delay communicating their totals.  Just don't communicate the total, publicly or to other state authorities.  Wait for the D counties to announce their totals.  If it turns into a waiting game with no one announcing anything, then let it.

Is there some prize for completing the count and announcing first???

The model is stabilizing around Youngkin +3 with 32% of the vote in. Things are close enough and there are enough votes left in Fairfax where McAuliffe could win, but the model sees a pretty likely (70%) R win in Virginia tonight. And a swing to Rs of at least 10 pts either way.

The polls are closed in Virginia and the gubernatorial race between Democrat Terry McAuliffe and Republican Glenn Youngkin is too close to call.

In the Democrat stronghold of Fairfax County, Virginia, election officials are rescanning early voting ballots and have delayed the announcement of the tally. The votes were supposed to be counted and tallied by 8 p.m. et. Now, there isn't a set deadline for when the vote totals will be reported
