This story is shocking on many levels. This week Fox 45 in Baltimore reported on a 17-year-old high school student who was just told that instead of graduating, he is being sent back to 9th grade. How is this possible? Well, it turns out the young man has only been to school about half the time and when he was there he failed almost every class he took:

So let’s just start with the school here. They knew this student wasn’t showing up for school and was failing nearly all his classes, yet they continued promoting him year after year. And only one teacher ever asked to talk to his family? And the same holds for at least half of the senior class. ...

As you’ll see, the clip below contains an interview with mother Tiffany France and, as she sees it, the school has completely failed her son. “He didn’t fail, the school failed him. The school failed at their job. They failed. They failed, that’s the problem here. They failed. They failed. He didn’t deserve that,” she said.

I completely agree that her son deserved a lot better from the school and from the city of Baltimore that runs it. However, it’s not true that her son didn’t fail. He literally failed class after class and, apparently, never mentioned it to his mother. He also failed to show up for school at all a significant percentage of the time. That didn’t happen by accident either. But to the degree the school let him and many other students get away with it and made no real effort to change the situation year after year, you could almost say they encouraged this. At a minimum they normalized it.

The boy failed, the school (more likely, all his schools including elementary school!) failed, the incurious excuse-making Mom failed, and where is his father?!

Earlier this month, Fox 45 in Baltimore broke an important story about they city’s Augusta Fells high school. The story involved a student, his full name was not given, who had a 0.13 grade point average. Despite passing only 3 classes in four years while missing hundreds of days of school, he had been passed along and promoted through the system. His mother claims she was never notified he was absent and failing. And then she got word that her 17-year-old son would not graduate because he was still technically a freshman and would have to essentially start over.

Fox45 News recently learned City Schools has been investigating Augusta Fells since the summer of 2019, when North Avenue found “irregularities” at the school. According to a statement from the school district, the principal and assistant principal were placed on administrative leave. But what the statement doesn’t say, is they stayed on payroll.

A 17 month investigation? Sounds more like a shamvestigation!

Ghost students: Failure and apparent fraud at one Baltimore high school

Last month a Baltimore TV station aired a report about a local high school that was doing an extraordinarily bad job for students. The report focused on one student (his name was withheld) at Augusta Fells high school who had been absent from class about half the year and had only passed three classes in four years. And yet this student had been promoted through the grades year after year. The most shocking part of the story was that the student’s 0.13 GPA placed him solidly in the middle of his class.

How could this be possible?

The local station has continued to dig into that question and two weeks ago they pieced together part of an explanation: Ghost students. Augusta Fells, and probably other schools in Baltimore, were keeping students on the rolls who hadn’t actually been there in months or years.

Fox45 News has obtained a document, from October 2019, which contains the names of 21 seniors at Augusta Fells. Sources tell us the school compiled the list of students who, while enrolled on paper, were not physically attending class and some hadn’t for years. They’re known by educators as ghost students.

In Maryland, schools receive funding per student. The more students enrolled, the more money the school gets. City Schools receives nearly $16,000 per student, every year. So, the question is, did North Avenue get taxpayer money to educate 21 students who were on the rolls of Augusta Fells, but were not actually attending the school? That would come out to $331,653 of taxpayer money to educate students who weren’t there…

Report on Baltimore high school reveals ghost students were attending ghost classes

After two years, Baltimore City Schools has finally released a summary of its investigation into Augusta Fells Savage high school. What they found confirmed much of what local news channel Fox45 has been reporting all year:

Fox45 News also obtained a list of 21 seniors enrolled at Augusta Fells in 2019. These students were enrolled, even though it appears they were not attending the school. Ghost students, as they’re known by educators, can be used to inflate enrollment numbers and increase the tax dollars a school receives. We spoke to a man who was enrolled at the school, even though he was in jail.

North Avenue’s internal investigation confirms these findings, saying approximately 100 students had questionable status, and may not have been actively attending school while still remaining on the rolls.

Here’s what the summary report itself says about the classes that did not exist:

AFS students were scheduled into classes that did not exist (known at the school as “filler classes”), when they should have been withdrawn due to lack of attendance. For example, the investigation identified students who were enrolled in a yearbook class with a school administrator as the teacher of record, during the 2017-2018 school year through the 2019-2020 school year. While enrolled students were recorded as attending this class, there were no records of any class meeting, and no witnesses could verify the existence of the class. For approximately 10 students, this yearbook course was the only class in which they were enrolled at AFS in a particular year; others were enrolled in several other elective classes, such as journalism and creative writing, under similarly questionable circumstances.

Because those "ghost students" were counted in the average daily attendance (ADA), they are financial fraud. Because ADA is the basis for schools receiving sate and Federal money. There are teachers and educrats who should be prosecuted and. if convicted, in prison.

Sadly, the hundreds or thousands of students who graduated without an actual education - in which they were complicit! - cannot be as "easily" educated and become useful citizens.
