What specific chemical properties of carbon dioxide causes the greenhouse effect? Why, chemically, is carbon more reflective than other gases?

Questions like this are indicative of widespread ignorance about radiative physics. I have deeply studied the subject for decades, so let me attempt to enlighten you.

According to the U.S. Nat. Oceanic and Atmospheric Admin. (NOAA), CO2 doesn’t reflect radiation. Instead, it absorbs and reemits it, meaning after a delay:

Incidentally, the most prevalent greenhouse gas by far is water vapor.  At an average global temperature of 52.5°F, CO2 constitutes less than 3% of greenhouse gases.  At 65°F, that percentage drops to 1.7.

Let's say that atmospheric CO2 levels rise by an unprecedented 25%.  That would equate to a 0.7% rise in greenhouse gas levels.
