The source I got the image below from thinks they're making a sly point about how stupid the woman in the picture is. Fact of the matter is, however, that they're simply demonstrating how plenty of NYC denizens no longer believe the bullsh*t; many of us - myself included - simply don't wear a muzzle at all, and those that are still afraid they might run across a cop who's going to write them a $50 ticket will wear it like she is - as a chin wrap.
It simply demonstrates the ineffectiveness of propaganda once the false claims have gone too far and become too transparently false.
