A little context to this ... most of California gets its power from either Pacific Gas and Electric Company or Southern California Edison. However, cities (or counties, I assume) are allowed to buy up the power and gas distribution network in their jurisdiction and operate their own power and gas utility. Ditto for water, though that usually is smaller local companies.
That is what the City of Los Angeles has done, and now Garcetti is showing how a municipal utility can be abused: today he's coming for violators of Nuisance's arbitrary tyrannous Covid regs; tomorrow Garcetti could be coming for people or organizations he opposes for political reasons (e.g. abortion opponents, the NRA, opponents of same-sex-marriage, ...).
