That is the typical course of action here.  If you take out a loan, you pay it back.

I think they meant they are giving the money back to the pool of available PPP funds, but you have a point, in that the Tweet is vague.

Yesterday's POTUS presser was among his best yet.  Let's see if he can string a few of these together.
