Of course it was "designed to fail". The point was never to secure a conviction, but to dirty the President in advance of the elections. Except that doing so in such a blatantly unfair and partisan manner may have motivated those on the fence to understand that the drive by the Dems and their media lickspittles to overturn the results of a free and fair election is fundamentally un-American and contemptuous of the peoples' sovereign right to choose their own leaders.
