NYC tries to coax illegal aliens from using emergency rooms for primary health care

A reduced rate plan called NYC Care has been introduced, to try to convince illegal aliens to stop using emergency rooms for primary health care. This plan has been introduced to try to alleviate the developing crisis at NYC Health + Hospitals, which provides services to all city residents.

Signs at the ER entrance, "Security Provided by ICE", might be more effective.
