News channels are stopping with "shocking" headlines, and not reporting what the investigation actually determined about the memos.
I copied and put in a Word document, pages 17-30 of the official report, which is a description of all the memos, numbered 1-7. Here is what the investigation actually found:
Memo No. 4, which the report says contains no classified information, was the memo Comey considered his own personal memo, unclassified, made after speaking with Trump in his office. At some point, he gave a friend this memo to report the substance, not the memo itself, to a reporter.
All other memos (6), some with a few/several words the investigator considered classified information, were given to his lawyers at the point he thought he had to protect himself, and were kept confidential by these lawyers. It is these memos the investigator said he should not have released that violates department rules.
The report determined no classified information was made public.
