Sounds like standard operating procedure is being followed here when anyone wants to declassify something. The requisite agencies conduct a review to see if there's any national security rationale for why the material should NOT be declassified and then forward that rationale to the requesting authority along with any recommended redactions to protect that national security information. Having said that, as noted in the article, the President "has the power to override the agencies and declassify material on his own." SOP.
