A question for somebody more knowledgeable than me: Not to make light of this situation, but is the plague that big of a deal with modern medicine? We have meds to deal with the life threatening aspects of it 
As with any infectious disease, as long as the number of infected people does not overwhelm the number of available appropriate hospital beds and the supply of drugs to combat it, all can be under control. But like someone spending just a little more than they are making, the situation can get out of hand if the number of cases exceed the available resources.
Anything contagious that can kill you is a bit of a 'big deal'--often manageable, but serious, and cause for concern, especially if the vector is not known. Location matters, too. If this was in the rat population in NYC, for instance, rather than an isolated and fairly unique incident in a much more rural area, it would be serious indeed.
