Much of what you say is true, but something is very wrong in California.
Yeah, homeless flock there because they don't freeze to death in winter.
But can't California do SOMETHING? I mean at least provide shelters for them to sleep in at night.
What do you want any state to "do about it?"
Any cop today says "it isn't against the law" to be homeless. That wasn't always true, for there used to be laws against vagrancy.
There also used to be laws here, against sleeping in vehicles overnight.
Finally many homeless are here, due to Obamacare which requires "Essential Health Benefits," including substance treatment. Providers solicit (use headhunters) mainly addicts across the entire country, "hey want to go to Cali, free housing, free food, get clean, go to the beach, go to the gym, etc."
When treatment is over, they get dumped (curbed is the term.)
I do not expect Republicans to strip this from reimbursed "healthcare" now in view of the national panic over "opioid crisis" etc.
