Not a great headline.  According to the Fox article, tipped workers needed to be paid half the minimum wage, unless tips didn't make up the difference in which case the employer must.  Maine voted to raise the minimum wage AND eliminate the one-half rule.  Tipped workers successfully lobbied to have the one-half rule reinstated, any why wouldn't they?  They can make no less than minimum wage, and have a better chance at making more if people think they depend on tips.
