The reason I don't think the initial roll is edited is the lack of unusual movement by the onlookers in the background.  Were that edited, we'd see "Max Headroom"-like jerking movement.  That worried look in her eyes when she was desperately looking for the right word is telling.

Exactly.  It is edited to loop the episode but watching those behind her shows it happened as shown.

It almost looks like her teleprompter went south.
Or worse, she couldn't find it. I'm guessing she is having bouts tied to concussions.
