The question is poorly worded, and therefore doesn't clearly state the point it is trying to address, which is that it is oftentimes easier to do sums in one's head if one can "convert" at least one or more of the addends to a multiple of ten. In other words, what the problem wants the student to do is to first decompose one of the addends into a sum of two separate addends, and then use the associative property of addition to simplify the problem.

The question presents a very simplified fact pattern for this exercise, which is why it might appear bizarro-world to those who just see the question.

The correct answer is as follows:

8 + 5 =
8 + (2 + 3) =
(8 + 2) + 3 =
10 + 3 =
13

It is the penultimate step that the question is aiming at.

A more complex version might be: find the sum of 17 + 5 + 18. By inspection, 5 decomposes into (3 + 2) and then application of the associative property converts the problem into the sum of (17 + 3) + (2 + 18) = 20 + 20 = 40.

I applaud your effort to understand the mundane. Certainly math teachers
do not. It is as I suspected. That is why every problem has 8 to 13 steps.
That many steps for the teachers edition of the public school textbooks
so those same teachers can chant each piece.

With so many students not understanding how to perform basic math
after all these years, that method and its teaching is flawed.

It is the bizarro world.
It would appear that teaching requires separation of the student from
their parent. That is the most important thing.

Again. The primary purpose of convoluted processes is to separate
the student from talking to their parent.

To say that the parent does not understand. This is true for other
subjects taught by government teachers unions as well.

I did follow what you said and I see how an adult gaining a degree
in education might think this is a good idea.

I understand fully. I performed 764 of 800 on my old placement tests
for a 99.8% ranking. That was without an exposure to calculus in HS.

My son placed 99.7% and daughter placed 99.9%. We have fully
incorporated mathematics. I did interact with them on their study.

The people designing Common Core Math seem well qualified to design
college brochures. Nothing more.

That also explains the new topic Critical Race Theory where minorities
are taught that whites can not discriminate because that is now assigned
to blacks and government.

Sorry for my tone but I am disgusted with the educational system.
