Ha-ha!
It's all Ron DeSantis' fault, for not forcing her to wear a mask.

That's because it's about culture.  What holds the poor kid back is the culture into which he is born.  If you want to change outcomes, then change the culture.

What it is not - to defang the necessary implied subtext - is racism.

If a political party does not have its foundation in the determination to advance a cause that is right and that is moral, then it is not a political party; it is merely a conspiracy to seize power.     -Dwight Eisenhower-

"The [U.S.] Constitution is a limitation on the government, not on private individuals ... it does not prescribe the conduct of private individuals, only the conduct of the government ... it is not a charter for government power, but a charter of the citizen's protection against the government."     -Ayn Rand-

Seventeen Techniques for Truth Suppression

Of all tyrannies, a tyranny sincerely exercised for the good of its victims may be the most oppressive. It would be better to live under robber barons than under omnipotent moral busybodies. The robber baron's cruelty may sometimes sleep, his cupidity may at some point be satiated; but those who torment us for our own good will torment us without end for they do so with the approval of their own conscience.

1962 was also the year of Engel v. Vitale.  Society has gone down hill ever since.

Well, we stand corrected.

There were two in the decade prior to the 1968 gun control Act.

If you dig a mite, you will find that was relatively few compared to decades prior.

However, mass shootings really increased afterwards.

I'm no psychologist, but people get less rational when they feel the walls closing in, and government in general has become more invasive and totalitarian since.

About Charles Whitman: (same source)
Quote
It has been suggested that Whitman's violent impulses, with which he had been struggling for several years, were caused by a tumor found in the white matter above his amygdala upon autopsy.[1]
