I would say Calvin Coolidge was without question the most conservative. Reagan was decent, but he borrowed like a drunken Liberal. Robert A. Taft would have been a great POTUS, but he was defeated by the first NeoCon Eisenhower.

I agree with Coolidge as well although later we'll discuss the Reagan and Eisenhower comments. :)
