Why would the US Agency for International Development have secrets?

It's public money funding a public cause.  Plans for new water wells in Africa is not a Double Secret Probation National Security issue.

It's not like they were a front for the CIA or were laundering money for George Soros' pet causes ... or, maybe they were.
